The new chief of the Municipal Police Station in Flora has vowed to continue the fight against illegal drugs as he is impressed by the high morale enjoyed by the local PNP unit due to a supportive Local Government Unit headed by Mayor Rodolfo B. Juan.
PCI Ruben M. Labutan, who is from La Trinidad, Benguet, assured the public that the local police force will continue to implement municipal ordinances to maintain peace and order in Flora and the Province of Apayao as a whole.
“Our goal is to continue with the fight against (the proliferation of) illegal drugs by revisiting (the drug personalities), educating them and teaching (them the values of being a good citizen) through the PANAGBALBALIW program,” said Labutan, who has just replaced former Acting Chief PCI Robert D. Balunos.
Immediately upon assuming the post on March 31, 2017, Labutan encouraged the local PNP personnel to join him in a regular morning physical fitness exercise at the town hall ground where he teaches them his expertise in karate and martial arts techniques.
“Martial Arts is my hobby but the main purpose is bonding so as to make us one family,” Labutan explains.
He plans to utilize the municipal gymnasium and encourage also personnel from the Bureau of Fire Protection and LGU employees as well as make martial arts and arnis as a refresher course for the BFATs and tanods.
Labutan was previously detailed at the Abra Provincial Police Office. Prior to that he was with the SMPS in Sagada, Mt. Province (2004-210), became a deputy at MPS Bugias, Benguet and chief at MPS in Bukod, Benguet.
Balunos is now detailed at the Administrative office at Apayao PPO.
“I am soliciting the support of the community especially barangay officials,” Labutan said.
He wants to enjoy his stay here in Flora and make it memorable and creative. KN
