With the Commission on Elections poised to conduct the Barangay Elections barely two months away, the Liga ng Barangay (LnB) or the Association of Barangay Captains (ABC) in the Municipality of Flora elected Manny Biggayan of Poblacion East as its new vice president.

Biggayan was installed via 14-1 count during a secret balloting on July 20 at the DILG office.
Anninipan was not represented due to the sudden death of barangay chairman Bonifacio Estrelles.
Biggayan was immediately sworn-in by Mayor Rodolfo B. Juan on the same day, then joined members of the Sangguniang Bayan in their regular session on July 25 in his capacity as ex-officio member and automatically became chairman of the committee on barangay affairs.
He started as a Kagawad in Poblacion East before becoming the barangay chairman after the 2013 elections. He replaced former VP David Tabbaban Jr. of Bagutong.
Tabbaban is now a regular member of the municipal legislature by topping the May 9, 2016 local elections.
The current ABC President is Jeoffrey Blas, who sits in the provincial board as an ex-officio member.
Biggayan is expected to seek re-election in the upcoming polls which will be held simultaneously with the Sangguniang Kabataan elections on October 31.
His present position is deemed temporary since there will be another election for the ABC leadership after the polls even if he wins anew as chairman of Poblacion East.
It was during Biggayan’s term that Poblacion East won the regional search for the most peaceful barangay in the Cordillera Administrative Region (CAR).
