Gov. Bulut vows to help strengthen leadership in Apayao barangays, prevent proliferation of ‘drugs’

Recognizing the fact that Apayao is still reeling from being one of the country’s poorest provinces, Gov. Elias C. Bulut Jr. vowed to help in strengthening leadership at every barangay in every municipality as he also urged everyone to act swiftly in preventing criminality such as illegal drugs during the proclamation rally of candidates for the May 9 elections at the Barangay Allig Gymnasium on March 29.

Agmaymaysa tayo nga mangitandudo iti probinsya especially our beloved town of Flora,” the governor told the estimated over a thousand residents and visitors of Allig as he wrapped-up his speech and ended the two-hour affair.

Bulut was thankful for the political unity forged between Mayor Rodolfo Juan and the De San Jose family in Flora otherwise he said he might not be able to come and face the people at a critical time.

Passing by the different barangays, the governor said he can see more big houses rising like mushrooms, which he said are the end results of infrastructure development such as gradual completion of roads not only in other towns but also here in Flora.

Through the efforts of Apayao Rep. Lea Bulut, he said that the conversion of the Ayaga-Sta.Marcela-Flora-Lasam road from provincial to national would eventually accelerate economic development in these areas. “Dagitoy ti pakakitaan nga adda bassit nagnaan ti panagkaykaysa,” Bulut said.

He also promised that an access road to Upper Atok would be one of the next projects under his term.

He said that connecting roads of all towns in Apayao is the main concern of his administration noting that in three years, the Calanasan to Luna via Marrag Valley will be realized soon. “Mabalin nga agbalikasen dagidiay arapaap ti amma tayo. Isu nga kadatayo met nga annak ket nasken nga itultuloy tayo dagitoy,” he said.

He vowed to teach on how should barangay officials lead properly and how they discharge their responsibilities as public servants. “Iturong tayo ti napintas nga panagaplano….ayaten, taripatwen dagidiay nga obligasyon“ said Bulut adding that there are still plenty of things to improve.

Bulut recalled that six years ago Apayao has been the second poorest province in the Philippines based on economic studies attributed mainly to the lack of transportation and communication, agricultural facilities like irrigation and other infrastructures.

But the latest study through the community based monitoring system, the governor said that Apayao is at least at the fourth lowest bracket now because of careful planning and implementation.

Bulut says that lack of educational capability among the people of Apayao is a major problem and he has promised that there will be more scholarship programs to be given in the barangays because this is one way of helping the poor people to uplift their conditions.

He said that bringing-up all these issues are the main purpose of being present in this proclamation rally to let every citizen of Apayao know that they are really serious in bringing quality service to the public.

Vice gubernatorial aspirant Remy Albano and the candidates for Board Member have spent three minutes each in introducing themselves as well as appealing to the residents of Allig to vote for them.

Mayor Juan promised to continue public service to the province and to the municipality of Flora as he also thanked the De San Jose family for accepting his offer of conciliation.

Juan said it is respect and sacrifice that can lead to unity for the good of Flora.
